Mahibere Hiwot for Social Development (MSD), a Non-Political and non-profit Ethiopian Resident Charity is currently Implementing MULU MARPs Combination HIV Prevention Project In Amhara National Regional State, in collaboration with PSI-Ethiopia/USAID. MSD is looking for qualified and competent applicants for the following posts.

1. Program Coordinator

Report to: Program Director

Duties and Responsibilities:

Program Planning and Implementation

• Plans, organizes, directs, coordinates and monitor the operations of the program:

• Based on past accomplishments and achievements adjusts program targets, strategies, resources to ensure appropriate progress toward program objectives:

• Submits annual plans as per established schedules to all program stakeholders;

• Promotes MSDs activities in the selected target areas in the Program;

• Ensures that program operations in the project area are carried out in accordance with MSD’s policies and procedures:

• Ensures that all staff have updated monthly and quarterly implementation plans;

• Periodically visits field activities and provide formal and informal feedback to the program staffs in terms of adequate and inadequate progress as wall as recommendations for improved performance;

• Builds the capacity of project staff and its partners in technical issues pertinent to the sector

• Maintains ongoing communication with stakeholder regarding program/project progress and Challenges.

B. Program Monitoring, Evaluation and Reporting

• Organizes a monitoring system to collect baseline and periodic data for tracking Program performance and decision making:

• Mobilizes the local communities through awareness creation to participate in the identification, implementation and evaluation of projects;

• Ensure continuous data management and project quality according to MSD monitoring and evaluation guideline:

• Plans and conducts quarterly and annual Program review meeting to assess progress, adjust plans, and draw/disseminate lessons learned;

• Prepares and submit to the Head Office monthly, quarterly, biannual and annual financial and activity reports of the BO.

C. Staff Management

• Supervise, support, lead, guide, orient train, coach, mentor and supports staff reporting to him/her,

• Provides regular support to Program/Project Officers, Community Mobilizers, Facilitators and Volunteers.

• Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals;

• Provides ongoing feedback to Program staff, recognizing and praising successes and pointing out failures that needing corrective measures.

QUALIFICA11ONS:

EDUCATION/TRAINING: MA/MSc MPH or BA/BSc in Health, development sociology or related.

EXPERIENCE: MA 5 years/ BA 7 years of relevant work experience.

TECHNICAL AND OTHER SKILLS

• Concept paper development, operational planning, budget planning and management monitoring and evaluation, report writing;

• Proficiency in standard office software packages;

• Excellent communication and interpersonal skills;

• Demonstrated technical and managerial ability, sound judgment ability to interact and work effectively with others at all levels.

2. Program Director

Report to: Executive Director

Duties and Responsibilities:

Program Planning, implementation and Monitoring

• Ensures that each project site is realistic and strategically focused annual program implementation plans which encompass existing commitments to donors and government, are oriented toward accomplishment of the strategic vision and program goal:

• Works with Branches to ensure program/project initiatives progressively include communities and local organizations in participatory planning and implementation of development projects;

• Supports the development of new project designs in the Branches based on an ongoing monitoring mechanism, as well as midterm and final evaluation results, aimed at helping Branches to assess their program/project effectiveness, to identify program gape and to develop concept papers, in coordination with the Branch offices, on critical interventions to advance efforts towards accomplishment of the strategic plan:

• Ensures that all required information/data is made available for project appraisal, monitoring and evaluation and decision making;

• Ensures the building the capacity of beneficiaries through training on cooperative management, providing office facilities and provision of seed fund:

• Ensures that all projects activities are implemented as planned;

• Participates in the formulation of project proposals to be submitted to donors;

• Undertakes researches in subjects of relevance to Key Result Areas

Staff Management

• Manages, supervises, leads guides and supports staff that report to him/her.

• Ensures the development of key leadership, and management skills of direct reports to increase their capacity to develop and undertake major initiatives and assume larger responsibilities to further expand program/project impact and sustainability;

• Completes performance planning, monitoring, and annual performance appraisals of direct reports.

Networking, Learning and Reporting

• Establishes and maintains formal and informal communication mechanisms with government community partners, donors and other stakeholders;

• Ensures that reports are prepared and submitted to concerned parties, donors, counterparts and MSD on time and in a professional manner

• Keeps up to date with developments in the program, including best practice examples in-country and internationally, and ensure ongoing personal development and learning:

• Participates in the documentation and dissemination of lessons learned;

• Produces quarterly, biannual and annual performance reports and submits to donors and the Executive Director.

D. Perform other duties as assigned by the Executive Director.

QUALIFICATIONS:

EDUCATION/TRAINING: MA/MSc, MPH or BA/BSc in Health, Development Social Since or related

EXPERIENCE: MA 6 years in /BSc 8 years of relevant experience.

TECHNICAL AND OTHER SKILLS

3. Finance Officer

Report to: Admin and Finance Coordinator

Duties and Responsibilities:

Develop work plans at unit and Individual level;

• Designs and uses sound internal financial control system to safe guard assets, records and documents of the organization

• Ensures an efficient and effective financial delivery that wit enhance the image of MSD.

• Ensures the communication of finance policies and procedures within the organization, and with other stakeholder;

• Ensures adherence to organizational polices procedures and guidelines;

• Supervises and checks all financial activities including payments, transfers of funds, payroll, controlling cash and other current accounts, bank reconciliation statements, liabilities for correctness & timely delivered;

• Checks and ascertains the accuracy and validity of invoices/documents submitted for payment, records invoices and arranges payments;

• Checks that payment requests are made according to agreement and from the appropriate fund;

Ascertains that program/project payments are made within the grant period and per approved budget line items;

• Checks the replenishment of the petty cash fund and arrange disbursements;

• Ensures that required documentation and authorization is present to effect payment

• Ensures the timely settlement of MSD obligations (taxes, provident fund etc);

• Ensures that all financial transactions analysis codes and associated and account code have been set using MSD chart of accounts; -

• Close accounts monthly and facilitate year-end financial closing activities;

• Make sure that all financial and accounting related flies and records reflect high professional standards;

• Ensures timely deposit of all collections;

• Supervises the preparation of monthly bank reconciliation statements;

• Arranges and follow-up change of cheque signatories;

• Follow up the submission of timely financial reports and grants monitoring activities;

• Cooperates with the external auditors during their audit work;

• Analyzes financial statements and other related reports to identify problem areas, take remedial action where necessary and makes appropriate recommendations to the Finance and Admin Manager:

• Prepares periodic financial reports to donors, government and other entities in respect to both contractual and legal requirements;

• Supervises, leads, guides, supports and appraises staff responsible to him/her:

• Files all financial documents and reports;

• Perform other duties as assigned by the Supervisor.

Qualification

Education/Training: BA degree in accounting.

EXPERIENCE: 4 years job related experience.

TECHNICAL AND OTHER SKILLS

Knowledge of managing multi-donor fund;

Good communication and presentation skills;

Accuracy and analytical ability;

Well organized and ability to act in a professional and ethical manner:

Good skills in computer and accounting software applications

4. Community Project Officer

Duties and Responsibilities:

• Plans, organizes, directs, coordinates and monitor the operations of the Program/Project

• Based on past accomplishments and achievements adjusts program targets, strategies, resources to ensure appropriate progress toward Program objectives;

• Submits annual plans as per established schedules to all program stakeholders:

• Promotes MSDs activities in the selected target areas in the Program;

• Ensures that program operations are carried out in accordance with MSD’s policies and procedures;

• Periodically visits field activities and provide formal and informal feedback to the Supervisor:

• Builds the capacity of Community Mobilizers and Facilitators in technical issues pertinent to the sector:

• Maintains ongoing communication with stakeholder regarding program/project progress and challenges.

• Mobilizes the local communities through awareness creation to participate in the identification, implementation and evaluation of projects;

• Prepares and submit to the Supervisor monthly, quarterly, biannual and annual financial and activity reports;

• Performs any other duties assigned by Program coordinator.

QUALIFICATIONS:

EDUCATION/TRAINING: BA/BSc in Health, Sociology or related.

EXPERIENCE: 2 years of relevant work experience.

TECHNICAL AND OTHER SKILLS

Excellent communication and interpersonal skills;

Willingness to work under pressure;

Good interpersonal and ability to communicate information accurately;

5. Monitoring Evaluation Reporting and Learning (MERL) Coordinator

Duties and Responsibilities:

• Assist the development of MERL system, regularly track project progress and facilitate impact evaluation in terms of project’s contribution towards achieving wider otectives and goals:

• Organize and/or conduct monitoring and intemal reviews based on schedule;

• Proper monitoring cheek list for the project office and the organization;

• Emplace data base Project intervention targets:

• Conduct regular monitoring with project coordination team:

• Provide technical assistance for organization staffs and the organisation on data gathering documenting and reporting:

• Makes filed visits and uses other appropriate methods to assess progress and impacts of projects implemented by project area and organization:

• Organizes project evaluations against the original project and insure that it suggests way of correcting deviations:

• Consolidate monitoring and evaluation findings/data and make available for the project coordinator and other staffs;

• Assist the presentation, delivery and documentation of research or key learning pieces to key stakeholders:

• Together with program, conduct research and learning activities at a program level and coordinate expertise around baselines, learning reviews and evaluation related activities;.

• In collaboration with other project units and partners, plans and coordinates joint monitoring visits and project review sessions:

• Make sure project data is timely entered into data base: properly analyze data and generate analytical summaries to be used for reporting;

• Together with the program prepare periodic report consolidated annual work plans to be submitted to the donor relevant Government Offices and MSD Head office;

• Document best experiences and lessens for learning when advised by program officer and program coordinator.

• Compile a quarterly monitoring and evaluation report and submit to his/her supervisor:

• Provide training on documentation and adequate assistance for staffs and other relevant stakeholders

• Facilitates compilation of regular monitoring reports prepared by different projects along with evaluation recommendations;

• Provides data deemed important for concept paper or proposal development;

• Extend technical support to MSD Staffs in the identification of solutions to MERL challenges they are encountering;

• Compile, share and disseminate lesson learned, promising pracitice4s and challenge;

• Keeps up to date with developments in the sector (self-help group approach, including best practice examples in-country and internationally, and ensure on-going personal development and learning;

• Ensure the communication of learning within the organisation, with partners and other stakeholders;

• Carry out other related activities as may be assigned by immediate supervisor.

Qualification

Education/Training: BSc in Economics, Statistics, Sociology or related field.

EXPERIENCE: 4 years Relevance experience.

TECIIIICAL AND OTHER SKILLS

• Willingness to work under pressure;

• Good interpersonal and ability to communicate information accurately;

• Skills in developing M & E data collection tools, indicators and plans;

• Computer literacy in basic database and statistical software.
