Job Description:

The International Committee of the Red Cross Delegation to the African Union and International Organizations in Africa is looking for a highly qualified candidate to fill up the following vacant position based in Addis Ababa.

Humanitarian Affairs Advisor II

PURPOSE
Plays an important role in:

Supporting the delegation to understand and influence the wider humanitarian environment;
Enabling the delegation to shape its engagement in both multilateral and AU-led fora in Addis Ababa;
Advising the delegation on continental issues and political affairs and the way they impact/relate to humanitarian action.
Interacting with a wide range of stakeholders connected to humanitarian affairs in Central and Western Africa and francophone diplomatic representations and representations from RECs/RMs from the sub-regions under his/her responsibility (West Africa and Central Africa)

MAIN TASKS
Under the supervision of the Deputy Head of Delegation, S/he is responsible for:

Developing and maintaining the delegation’s network at the African Union,  International Organizations and NGOs based in Addis Ababa with a view to analyze, strategize, represent, and influence the dynamics related to humanitarian affairs.
Analyzing the general multilateral environment in Addis Ababa and maintaining a contextual and regional mapping of actors of influence in the multilateral field.
Facilitating regular exchange of information between the ICRC Delegation to the African Union and other ICRC Multilateral affairs Officers in Africa.
Promoting International Humanitarian Law and humanitarian thematic issues of concern with the African Union, Diplomatic community and International Organizations and NGOs based on Addis Ababa.
Conducting ad hoc research and analysis on humanitarian thematic issues of mutual concern to the ICRC and AU
Identifying and establishing a structured dialogue with African NGOs and Civil Society Organizations (CSOs).
Advising the Head and Deputy Dead of Delegation on humanitarian diplomacy activities as directed

Multilateral Affairs

Follows and updates on humanitarian diplomacy (institutional policies, diplomatic objectives, internal workshops on multilateral affairs)
Maintains and develops relationships with political analysts at the African Union, Embassies based in Addis Ababa and International Organizations.
Maintains and develops the ICRC’s relationship with Addis Ababa liaison offices of RECs to the AU.  
Prepares regular updates and reports of multilateral activities in Addis Ababa that are of interest to the ICRC delegations.
Identifies and follows-up on relevant statutory meetings and events (e.g. summits, STC consultations, retreats, conferences, workshops, meetings) on multilateral issues.
Conducts specific research on issues of ICRC interest and produces short syntheses and reports as requested.
Contributes to the Planning Exercises of the delegation by identifying trends and possible scenarios with IHL implications within the African Union.

Thematic Affairs
As directed by the Deputy Head of Delegation:

Supports the coordination of the ICRC Network of Focal Person in charge of Multilateral Affairs in Africa.
Supports the organization of events including Meeting of Multilateral Focal Persons in Charge of Multilateral Affairs, IHL seminar for diplomats and mobilization events.
Follows the development on humanitarian thematic at the African Union as directed by the Deputy Head of Delegation.
Conducts regular political analyses on peace and security issues of concern to the ICRC.
In collaboration with Communication Officers analyses AU Communiqués, Press releases, decisions, policies and agreements.
Represents the ICRC at relevant meetings and public debates as requested.
Develops and maintains network of relevant stakeholders of interest for the ICRC’s thematic diplomacy
Contributes to ICRC engagement with AU Decentralized organs with a human right mandate such as ACHPR, ACERWC

Job Requirements:

Educational Background, Work Experience, Competencies
University degree in Law, Diplomacy, International Relations, Political Science or closely related fields
At least 5 years work experience in a similar area  (working experience in an humanitarian and/political affairs an asset)
Proven experience in cultivating networks and influencing others
A solid understanding of national / regional relations and the interplay with humanitarian affairs
Knowledge of multilateral organizations/fora/agencies and platforms
Fluent in French; Knowledge of one of the official working languages of the AU is an asset
Computer literate
Driver’s license an asset
